Voting , could it be improved?

Yes. I don't like the voting system for the precise reason that you described. Several people have suggested shuffling the answers periodically. This may help a bit but the problem is there are some questions that call for a correct answer. Many people like to pick the person who gets there first with the correct answer as best. I think they should retire the voting system, give the asker two weeks to pick a BA and if they refuse to the question should be resolved and given a "no best answer chosen" tag. The person should get 3 pts for picking a BA but lose 3 pts if they fail to do so. This might help encourage people to choose a BA.
