Can a child have "ODD" at a young age, like 3 or 4?

My son is almost 4 and he is having a hard time learning to follow directions. We have worked with him extensively and can't change his negative behavior. He can get really violent twards me and his teachers, and nothing we do seems to help. It is almost as if his wants over-power any concequence we may set. I am beating my head agenst the wall tring to figure this out. I see signs of OCD in him and he is seeing a developmental specialist, but not much has been done yet, execpt determin that he is not autistic like they first thought. Now, he is a happy boy most of the time. He has no problem doing what I ask if he wants to or if I can make it seem like his idea (doesn't always work). He is fun and loves to play and laugh unless he is "forced" to do something different than what he wants, then he goes crazy. He hits, kicks, punches, bites, heads, and won't stop untill he is exausted. He also will do the exact thing again when you try to make him do the initial activity.
