Why dose a floppy drive keep turing on wile no disc is inside?

Hey all. OK, what sis happening is that my floppy drive, keeps doing lie a periodic check on the drive, no disc is inside and yet the light on the drive keeps coming on and goes off...like every 10 seconds...never stops, every 10sec it keeps coming on and goes off and so forth. Why is this? What can I do to fix it? Any suggestions?
